Although Outlaw was bucked off by Shepherd Hills Tested in 2.54 seconds, it was his only buckoff during the three-day event, in which he finished 2-for-3 for fourth place overall to clinch the 2013 TPD title.
Wednesday night was one of the first of many steps for Outlaw to reach his ultimate goal of one day being crowned a PBR World Champion.
After suffering a partially torn ulnar collateral ligament in the left elbow of his riding arm and a subluxed ulnar nerve last weekend during the Chicago Invitational, Outlaw said there was no doubt that he would still attempt to ride at the TPD Finals to seal the championship after beginning the week as the top-ranked rider in the TPD standings.

Wing won the TPD Finals event title with 265.5 points by being one of three riders – Mike Lee (241.5) and Gage Gay (239) – to go a perfect 3-for-3. Wing rode 2013 ABBI Classic Champion The Rocker for 91 points and the win.
The Dalhart, Texas, native is one of the latest PBR bull riders to qualify for THE AMERICAN and will have a chance to compete for a share of a $1 million bonus if he can advance through the qualifier ranks to win the March 2 event at AT&T Stadium in Arlington, Texas. Skeeter Kingsolver, Jory Markiss and Matt Triplett have also previously won qualifying events.
Wing is off to a fast start in 2014. He finished third in Chicago last week and enters the BFTS Duluth Invitational eighth in the world standings. He rode Yes Dear for 88.5 points on Tuesday in Round 1 and picked up 86 points on Tinsel in the second round.
